How many pet ad help requests ignore 40 and would then ignore 17? How many help seekers read 40 and still need discussions which often seem oddly bizarre?
I don't see 17 as easier to understand. Details can be excessive; I don't immediately agree about "less confusing".
How "better"? 17 adds "wellness exams" which does go beyond typical peanut reflex responses, so it might be better if it gets peanuts to clean up that small part of their acts. But the text does not forbid other factors from being allowed such as included supplies, cage, toys, etc. which strike me as plausible (allowable) but some peanuts don't support.
17 is older but was revised later and is still over 9 years old.
